Position: Accountant                                                                                                                                                                 

Reports to: Deputy Director, Finance

Position to be filled: February 27, 2023                      

Starting Salary: $56,127 annually  

Hours:  Mon. – Fri., 8:30 a.m. to 4:30 p.m.

Minimum Requirements:

  • Bachelor’s degree in Accounting.
  • Minimum of three years of related accounting experience with an emphasis on governmental accounting, financial reporting and auditing. OR nine years of experience (with HS Diploma/GED), OR one year of experience (with Master’s degree), OR no experience necessary (with Ph.D.).
  • Ability to efficiently multi-task on a daily basis.
  • Strong knowledge of accounting principles, auditing processes & best practices, and local/state/federal accounting regulations.
  • Proficiency with use of PC hardware & software (i.e. Microsoft office), email, and office equipment (i.e., copier, fax, scanner, telephone, etc.). Strong proficiency with Microsoft Excel.
  • Strong customer service, verbal and written communication skills, and effective presentation skills. Good interpersonal relationship skills including cultural sensitivity & competence.
  • Proficiency with use of databases for data querying and reporting.
  • Strong attention to detail, accuracy, and ability to maintain confidentiality.
  • Demonstrated knowledge of fiscal regulatory standards and policies.

 

Responsibilities:

  • Prepares financial statements (i.e., GASB 34, etc.), including supplementary worksheets. Analyzes year-end figures for all funds to prepare notes and management discussion.
  • Prepares CCBH monthly board financial statements and reports (i.e., Fund Balances Financial, Cash Balances Financial, etc.).
  • Reconciles revenues and expenditures between CCBH and Cuyahoga County Fiscal Office financial reports for all fund types. Monitors and investigates variances and make adjustments accordingly. Reconciles outside bank accounts.
  • Prepares detailed explanations for revenue and expenditure variances by analyzing monthly fiscal activity. Provides recommendations where budget revisions may be necessary.
  • Prepares the annual Administration budget by providing Deputy Director, Finance/CFO with an analysis of requested trends and potential recommendations for changes. Compiles all service area budgets together for submission to Cuyahoga County fiscal office. Prepares and updates estimated resources for all applicable funds.
  • Participates in the preparation and development of agency cost allocation plans and indirect cost rate.
  • Reviews and makes recommendations for revisions to subrecipient budgets to ensure compliance. Reviews and approves subrecipient audits, cost allocation plans and indirect cost rate proposals.
  • Performs daily financial operations functions (i.e., AR/AP, Payroll, etc.) and assists as necessary in the preparation of other financial reports when necessary.
  • Serves as the subject matter expert for support and fiscal staff. Troubleshoots and provides guidance to staff regarding the administration, reconciliation, and resolution of fiscal related issues. Reviews the work of fiscal staff.
  • Conducts internal control audits and assessments & reports audit findings to the Deputy Director, Finance/CFO. Documents findings, recommendations, and corrective actions.
  • Develops and extracts CCBH financial reports from databases (i.e., Enterprise, etc.) for delivery to Deputy Director, Finance/CFO, Commissioner, Board, and external regulatory agencies. Gathers and organizes documents to satisfy public records requests or other reporting obligations.
  • Collaborates with internal and external partners on special projects as assigned.
  • Participates in public health emergency activities as needed.
  • Performs other duties as assigned.
