General Counsel

Minimum Requirements
:

  1. Juris Doctorate degree.

  2. Minimum of eight years of experience in local government, administrative law, litigation, personnel disciplinary matters, civil service law, human resources and environmental law.

  3. Valid State of Ohio Law License.

  4. Valid State of Ohio driver's license and insurance at time of appointment.

  5. Knowledge of legal research procedures.

  6. Strong proficiency with use of PC hardware & basic software (i.e. Microsoft office), email, and office equipment (i.e., copier, fax, scanner, telephone, etc.). Strong proficiency with Microsoft Excel.

  7. Expert customer service, verbal and written communication skills, and presentation skills.

  8. Expert interpersonal relationship skills including cultural sensitivity and competence.

  9. Strong leadership ability.

  10. Demonstrated knowledge of applicable regulatory standards and policies.

     

Responsibilities:

  1. Serves as a member of CCBH’s Senior Leadership Team. Participates in the creation and execution of CCBH’s vision, mission, and strategic plan.
  2. Functions as CCBH’s chief legal counsel in conducting legal research, and providing legal advice to the Board, Health Commissioner, senior leadership team, and CCBH staff on a variety of agency matters.
  3. Serves as chief privacy officer addressing confidentiality, HIPAA policy development and adherence, and public records manager.
  4. Monitors and assists the County Prosecutor in preparing for and conducting litigation for CCBH on behalf of the Health Commissioner and as authorized by the Board.
  5. Prepares and renders legal opinions upon request of the Health Commissioner, work performed by outside attorneys retained to represent the Board.
  6. Oversees work performed by outside attorneys retained to represent the Board.
  7. Monitors compliance with contractual agreements and vendor commitments and works with vendors to resolve contractual issues/concerns as necessary.
  8. Oversees the preparation and approval of all CCBH contracts and documents. Reviews and approves protocols, SOP’s, procedures that have enforcement provisions. Prepares or reviews for the Board invitations to bid, job specifications and legal contracts.
  9. Leads labor contract negotiations with the agency’s bargaining units. Advises the Board in all staff contract negotiations.
  10. Maintains current knowledge of governmental regulations and recent court rulings impacting CCBH operations and management. Recommends and implements changes to operations as necessary.
  11. Prepares or oversees completion of required legal documentation and reports.
  12. Collaborates with internal and external partners on special projects as assigned. Represents the agency at CCBH board meetings.
  13. Assists service area leadership with any legal matters related to the implementation of new programs within assigned service area.
  14. Provides leadership and direction in public health emergency activities.
